Resumen
La Alianza por una Revolución en África (AGRA) fue iniciada en 2006 principalmente por la Fundación Bill y Melinda Gates. El pretexto de esta iniciativa fue la reducción del hambre en África. Desde entonces AGRA ha destinado más de $400 millones de dólares en proyectos para integrar a los campesinos africanos en cadenas de valor global lo que de facto causará la pérdida de tierra para muchos campesinos africanos. El ensayo describe detalles sobre este proceso de transición que –comparado con el fenómeno de acaparamiento de tierras— ha permanecido abandonado. Funciones claves de este proceso son la privatización de las semillas y el establecimiento de la dependencia de agroquímicos. Asimismo, se llama la atención sobre una segunda iniciativa importante de la Fundación Bill y Melinda Gates: “N2Africa” (Nitrógeno a África), un proyecto de cuatro años—que hasta el momento ha pasado desapercibido—y que ha dirigido millones de dólares para intentar privatizar semillas de leguminosas, mismas que juegan un papel decisivo en métodos agroecológicos.
Zusamenfassung
Unter dem Vorwand, den Hunger in Afrika zu reduzieren, war im Jahr 2006 die Bill & Melinda Gates Stiftung Hauptinitiator der „Allianz für eine Grüne Revolution in Afrika“ (AGRA). Inzwischen sind über 400 Millionen US-$ in Projekte geflossen, mit denen der profitable Teil der afrikanischen Kleinbauern in globale Wertschöpfungsketten integriert und werden soll, wodurch ein Großteil der Bauernschaft de facto sein Land verlieren wird. Der Aufsatz beschreibt Details dieses – im Vergleich zum Phänomen des Land Grabbing – in Deutschland wenig beachteten Umwälzungsprozesses, bei dem die Privatisierung von Saatgut und die Etablierung der Abhängigkeit von agrochemischen Inputs eine Schlüsselfunktion hat. Zugleich wird auf eine wichtige zweite Initiative der Bill & Melinda Gates Stiftung aufmerksam gemacht: „N2Africa“ (Stickstoff für Africa) ist ein bislang völlig unbeachtetes 4-jähriges Millionen-Dollar-Projekt mit dem versucht wird, das Saatgut von Leguminosen kommerziell zu kontrollieren – Saatgut, das bei agrarökologischen Anbaumethoden eine entscheidende Rolle spielen…
Abstract
In 2006 the Alliance for a Free Revolution in Africa (AGRA) was essentially initiated by Bill & Melinda Gates Foundation. The pretext of this initiative was to reduce hunger in Africa. Meanwhile more than $400 million have been used in projects aiming at the integration of African peasants into global value chains which will cause a de facto loss of land for large parts of the African peasantry. The essay describes details of this transition process which – compared to the phenomenon of land grabbing – remained largely neglected. Key functions of this process are the privatization of seeds and establishing dependency from agrochemicals. At the same time attention is drawn to an important second initiative by the Bill & Melinda Gates Foundation: “N2Africa” (Nitrogen to Africa) is a completely unnoticed 4-year-roject pouring millions of dollars into the attempt to privatize legume seeds – seeds that have a decisive role in agro-ecological methods.
